Record during the 8th period of the “ground-mounted solar” call for tenders: 971 MWp selected

The eighth round of the call for tenders for ground-mounted solar power with a capacity of more than 500 kWp selected 165 projects, for a total volume of 971 MWp, above the 925 MWp requested. The average price remained stable at €79.48/MWh, up 0.5% compared to the previous round.

The Ministry of Ecological Transition has published the list of winners of the new PPE2 "Ground-Mounted Power Plants" call for tenders. This eighth round saw a record number of winners: 165, compared to 129 in 2023, the previous record.

A total of 971 MWp were awarded, for a requested volume of 925 MWp, a figure that compares to the 887.5 MWp awarded during the previous round. The two most powerful photovoltaic farms proposed are located in the Grand Est region: the Saint Eloi floating power plant in Romilly-sur-Seine (Aube), led by Neoen (34.5 MWp), and the plant at the Regniowez airfield in the Ardennes, led by CVE (31.8 MWp). Conversely, of the 165 projects, around fifty are small projects of less than 1 MW, which can be explained by the delays in the publication of decree S25 (on power plants below 1 MWp), which led a number of developers to continue developing their plants via the PPE2 call for tenders. Thus, according to an analysis by Finergreen, the average project size has decreased by 30% compared to the 7th session (5.9 MWp compared to 8.6 MWp).

The top three companies ranked Générale du Solaire with 18 projects totaling 87.9 MWp. The company was followed by Urbasolar with 63.9 MWp and Engie with 57.2 MWp. This was followed by Innergex with 53 MWp, EDF with 49 MWp, CVE with 45.7 MWp, and Rubis Photosol with 43.8 MW.

Average Price Slightly Up
The average price offered by the winners was €79.48/MWh, a very small increase of 0.5% compared to €79.09/MWh during the seventh period. As can be read in the CRE's deliberations, this trend can be explained in particular by the higher number of applications with capacity below 5 MWp (eligible for the reserved volume) submitted during this period than in the previous period (149 submitted during this period, compared to 81 in the previous period6), and whose prices are generally higher than those for larger projects.

In geographical terms, still according to Finergreen, Centre-Val de Loire and Nouvelle-Aquitaine are the regions that obtained the largest capacity allocations during this 8th round of the PPE2 call for tenders for ground-mounted photovoltaics, with 209.2 MWp and 179.2 MWp respectively. The Grand Est region ranks third with 138.8 MWp awarded, thanks to the two largest projects of this round. Bourgogne-Franche-Comté shows a similar performance with 135.1 MWp awarded. Finally, the northern regions slightly outperformed those in the south, with 57% of the total allocated capacity, corresponding to 76 selected projects. All regions, except Corsica, were awarded projects during this 8th round; this is the fourth time this has happened in PPE2 calls for tenders for ground-mounted installations.

Changes to the specifications requested by the CRE
The ninth round will close on December 12, 2025, for a requested volume of 925 MWp. Given the upcoming publication of the S25 Sol tariff order, which will be reserved for ground-mounted photovoltaic installations with an installed capacity of less than 1 MWp, the CRE recommends raising the eligibility threshold for this call for tenders, currently set at 0.5 MWp, to 1 MWp to ensure proper coordination between the various support mechanisms. This change is expected to take place during the first period of this call for tenders following the publication of Order S25 Sol. This recommendation also applies to the "PPE2 Neutral" call for tenders.

Furthermore, the CRE reiterates its recommendation not to renew calls for tenders dedicated to self-consumption and to allow partial self-consumption installations to apply for traditional calls for tenders.
